Fontana bill to help homeowners replace lead water lines included in state Fiscal Code

Language to allow local governments and authorities such as the Pittsburgh Water and Sewer Authority to help homeowners replace their private lead water and sewer lines has been included and passed by lawmakers in Harrisburg this week.

Originally drafted as separate legislation, Senate Bill 656 by Sen. Wayne Fontana (D-Brookline), the language was amended into the state Fiscal Code- the bill responsible for implementing the FY 2017-2018 state budget. It simply gives PWSA the legal go-ahead to tap local and state funding sources to fund repairs to private water and sewer lines, especially when there is a threat to public health or safety.

DEP issues order against PWSA to ensure safe drinking water

The state Department of Environmental Protection has issued an Administrative Order on the Pittsburgh Water and Sewer Authority requiring the Authority to make critical infrastructure upgrades and repairs to its public drinking water system to ensure adequate pressure and volume.

The Order requires PWSA to take specific corrective actions on three of its critical water system improvement projects on a schedule prescribed by the DEP. Those three projects include constructing a new liner at the 133 million gallon treated drinking water Lanpher reservoir; upgrading the microfiltration water treatment plant at Highland Reservoir #1 to include a UV disinfection system; and make improvements to the Brueken Pump Station by installing a backup pump and emergency backup power supply.
