O'Brien died at age 64 from a heart attack and was a member of the House of Representatives for the last 12 years.

As abuse victims line hallways, debate rages behind closed doors over civil window

With a well-tailored pinstripe suit, white pocket square and small black ribbon pin, Arthur Baselice stood sentinel by the door to the office of Senate President Pro Tempore Joe Scarnati (R-Jefferson).

Quietly, the former Philadelphia police detective held a sign with a picture of his son, Arthur III, and the two priests who abused him as a high schooler. The younger Arthur ended up dying of a drug overdose while attempting to deal with the trauma.

Occasionally wiping away tears, occasionally profane, Baselice, one of dozens of survivors to fill the Senate Monday, relayed his belief that the Senate needed to pass SB 261. The bill sponsored by Scarnati was amended in the House to include an option Scarnati calls unconstitutional and opposes: the civil window.

O'Brien passes away following heart attack

After numerous health battles, Rep. Michael O'Brien (D-Philadelphia) passed away of a heart attack early this morning. He was 64 years old.

Lawmakers remembered O'Brien as a passionate and conscientious lawmaker who stood up for his Old City district by winning education and development dollars as well as fighting for equality well before identity became a Democratic plank.

Wolf signs firearm restrictions for domestic absuers

After years of advocate energy and two bipartisan votes brought it to his desk, Friday evening Gov. Tom Wolf signed a bill restructuring domestic abusers' access to firearms.

Previously, final PFA recipients had 60 days to hand over their firearms when required by a judge, and could hand them off to friends and family.
